Until last Saturday, USACE had installed only 1,313 "blue roofs" -more resistant than the awnings distributed by FEMA- in residences of San Juan, Loiza, Caguas, Dorado, Vega Alta, Vega Baja and Arecibo.

As result of the devastation caused by Hurricane Maria, the response of the US Army Corps of Engineers (USACE) to the emergency in Puerto Rico has not been typical.
