Sergio Ortiz Quiñones, president of the Public Corporation for the Supervision and Insurance of Cooperatives of Puerto Rico (Cossec, by its Spanish acronym), reported that they have begun preparing the Stability Plan, as required by the Oversight Board controlling Puerto Rico's finances.
