San Juan -- Federal authorities arrested six people this morning —among them the former secretary for the Department of Education in Puerto Rico, Julia Keleher, and the former executive director of the commonwealth’s Health Insurance Administration (HIA), Ángela Ávila— as part of a grand jury indictment that includes charges of wire fraud, theft and money laundering involving several corruption schemes totaling $15.5 million.
