Since 2013, blackouts in Puerto Rico are increasingly frequent, take longer to fix, and affect more Puerto Rico Electric Power Authority (PREPA) subscribers. And in spite of the steep downturn in service, a provisional rate will be enforced today, increasing the cost per kilowatt-hour by 1.299 cents.
