Washington D. C. – When the U.S. House debated the proposal to make Washington D. C. the 51st state, Democrat Gerard Connolly warned that in considering whether to admit a new state Congress should ask, among other things, whether that jurisdiction has “sufficient resources and population to support itself and its share of the costs to be part of the federal government?”.
