Three years of negotiations, as well as millions of dollars in lawyers, financial advisors, and operational reorganization experts, seemed to have been thrown away yesterday, after two municipal insurers petitioned US District Judge Laura Taylor Swain to order the Board to comply with the PROMESA federal law regarding the renegotiation of the debt of the Puerto Rico Electric Power Authority (Restructuring Support Agreement, RSA, in English).
