In its annual report, the Financial Oversight and Management Board (FOMB) put the spotlight on the way the government handles the million-dollar contracts it awards, particularly technology contracts, stating that Puerto Rico is moving away from what are considered best practices in public administration, such as conducting auctions or request for proposal (RFP) processes.
