Toa Baja - From a rescued former Head Start classroom - in which the students were now seniors and learned to crochet - community leader Carmen “Milly” Chévere Ortiz highlighted the transformation of the center, in the Ingenio neighborhood of this municipality, which has allowed them, beyond saving lives in the midst of weather emergencies or blackouts, to create paths of opportunity and empowerment for the people of Toabaco.
