Although there appears to be consensus on the need to simplify the bureaucracy associated with permitting systems, the language of the proposed reforms—which begin their legislative process today—could create greater confusion in certain scenarios, sideline the expertise that the Planning Board (JP) and the Department of Natural and Environmental Resources (DRNA) are expected to have, and leave key areas of the capital without guidance or resources for orderly development, informed sources warned.
