With no doubt that the dismissal of five members of the Fiscal Oversight Board (FOMB) reflects the Trump administration’s desire to bring in members who favor the interests of the bondholders of the Puerto Rico Electric Power Authority (PREPA), former FOMB chairman David Skeel pointed out that federal judge Laura Taylor Swain will serve as the last line of defense against an agreement that places an unsustainable burden on the public corporation and, consequently, on Puerto Rico’s residents for decades to come.
