The fiscal plan designed by the administration of the University of Puerto Rico (UPR)—which contemplates an income-based tuition fee and the consolidation of academic programs, as well as other cutbacks—cannot be reversed, according to statements issued yesterday by the institution’s interim president, Nivia Fernández.
