Sitting in a coffee shop on the Borinquen Avenue, in Barrio Obrero, Amanda Pérez received a call from a number beginning “+1 786,” the area code for Miami-Dade County, Florida. It was her partner, who has been living a “nightmare” for the past two weeks at the Immigration and Customs Enforcement (ICE) Krome processing center in Miami.
