Throughout the process of reviewing the base rate for electricity service, the legal representatives of the Puerto Rico Electric Power Authority (PREPA) will be prevented from cross-examining LUMA Energy witnesses, regardless of whether there are disagreements between the two entities on the most appropriate mechanisms for covering the costs of the system, concluded Scott Hempling, the examining officer appointed by the Energy Bureau (PREB).
