Washington D.C. - Eight years after Hurricane María, the Federal Emergency Management Agency (FEMA) “does not know when Puerto Rico’s power grid will be completely rebuilt,” which “remains unstable, inadequate and vulnerable to outages, as evidenced by another total blackout on December 31, 2024,” concluded a new audit report from the Department of Homeland Security’s Office of Inspector General (OIG).
