The idea of developing a submarine electric cable between Puerto Rico and the Dominican Republic could go ahead without the need for an environmental impact statement ( DIA), a determination by the U.S. Department of Energy (DOE) that could cut up to 18 months off the procedures prior to construction, Rafael Vélez Domínguez, president of Caribbean Transmission Development Company (CTDC), the project’s proponent, said Thursday.
