In the parking lot of a shopping center in this municipality, a fleet of more than 250 trucks designed for electrical line work has remained largely idle for nearly five years. They are the trucks and equipment of Quanta Services Solutions PR (QSS), one of hundreds of companies affiliated with Quanta Services, which last week received approval from the Fiscal Oversight and Management Board (FOMB) for two separate contracts, with a combined value of $600 million, to carry out reconstruction projects on the island’s deteriorated electrical distribution circuits.
