Canóvanas - Democratic Congressman Raul Ruiz, representing district 36 of California, said yesterday he was “heart broken” while leaving the Center for Diagnosis and Treatment (CDT) of this municipality where the generator that supplied the lack of power was damaged last Thursday and medical staff worked in the dark.
