As recently as June 30, the Puerto Rico Energy Bureau (NEPR) announced that it had given way to a rate adjustment that would result in savings for customers on their bills from July through September. Just three days later, LUMA Energy announced that it had submitted a rate revision petition that, if approved by the NEPR, would result in an increase of more than 11 cents per kilowatt hour.
