The Fiscal Oversight Board (FOMB) insisted that the absence of auctions in government contracting processes “erodes” public confidence. This, in response to a recommendation of the Health Department’s Proposal Evaluation and Recommendation Committee, which recommended not to hold an auction to find an operator of the licenses and permits page.
