The closure of the U.S. Navy bases in the towns of Vieques and Ceiba did not leave behind a trail of unemployment, as could have been the perception with the closure of those military installations more than 20 years ago, according to a new analysis by the Center for Development Studies (CED) of the University of Puerto Rico at Río Piedras.
