The Commonwealth Insurance Fund Corporation (CFSE) invested tens of millions of dollars in The Phoenix Fund, an equity fund that was recently intervened by the Office of the Commissioner of Financial Institutions (OCIF) for apparent noncompliance with the laws governing such investment instruments on the island.
