prima:Who should have really been responsible for the Power Expectations contracting process?

Although PREPA would be signing the contract, Mary Carmen Zapata says the public corporation was never consulted during the competitive bidding process, while the Energy Czar maintains that the law was followed

In an interview with El Nuevo Día, Zapata acknowledged that although she and her team believed the competitive bidding process could have been conducted differently, rather than under the supervision of the Public-Private Partnerships Authority (P3 Authority) Independent Procurement Office (3PPO), she did not raise objections because the proposals had already been evaluated to a significant extent, and doing so would have caused delays amid the energy emergency.
