Rafael spent 219 days in four U.S. Immigration and Customs Enforcement (ICE) detention centers after being arrested in July on a highway in Puerto Rico. He survived most of that time at Camp East Montana in Texas, which was recently cited for 49 deficiencies—including inadequate medical care, undocumented use of force, and lack of security controls—according to a report by the federal agency itself.
