The bill of the President of the Senate, Thomas Rivera Schatz, to create the new “Puerto Rico Judicial Branch Act”, whose text modifies the powers and interaction between the figure of the presiding judge and the full Supreme Court for purposes of the administration of this branch, generated conflicting positions between two former associate justices, who differ both on the constitutionality of the proposal and on the practical scope it would entail for its operation.
