Limiting the energy exported by customers who have their own generation systems, as a measure to ensure the stability of the system, is a common resource of electricity operators, although applying restrictions without a compensation mechanism to existing prosumers -as LUMA Energy proposes to do in Puerto Rico- would be an “unconstitutional” practice, warned energy law expert Luis Aníbal Avilés Pagán.
