Washington D.C. - The debate on the free association proposal for Puerto Rico will be marked - similar to what happens with the Pacific countries - by the United States’ geopolitical interests in the entire Western Hemisphere, said Puerto Rican constitutional law professor and historian Rafael Cox Alomar.
