The developers of Esencia, a project that would occupy more than 1,500 cuerdas of land in Cabo Rojo, defended the proposed luxury development Tuesday during a public hearing before the Puerto Rico Senate, acknowledging that the project would not move forward if it failed to meet more than a dozen conditions outlined in the location consultation—including identifying a water source to supply the development.
