As soon as he is asked about his vision for the Puerto Rico Department of Housing (PRDH), he begins talking about education. It’s no mistake: promoting educational and self-management programs will play an essential role in the work agenda of the agency’s Secretary-designate, Fernando Gil Enseñat.
