The executive director of the Fiscal Oversight and Management Board (FOMB), Robert F. Mujica, Jr., outlined what he believes are key aspects of the electricity system’s liquidity crisis in a letter, in which he noted that both private operators, LUMA Energy and Genera PR, as well as the Puerto Rico Electric Power Authority (PREPA) have yet to provide information that will clarify the situation regarding the way in which the maintenance and reconstruction of the network is financed.
