Washington D.C. - Requirements imposed by the U.S. Department of Housing (HUD) Community Development programs to address disasters make it difficult to link them to Federal Emergency Management Agency (FEMA) to advance the recovery of jurisdictions impacted by natural disasters, according to the General Accounting Office (GAO).
