Despite warnings by the US Army Corps of Engineers about how challenging restoring the electrical system will be, yesterday Governor Ricardo Rosselló Nevares strengthened his goal of energizing 95% of the Island by mid-December, and ruled out tougher forecasts from the federal entity.
