AES’s request for the Fiscal Oversight Board to designate three solar energy projects as critical faces opposition from at least the municipality of Salinas, where one of the proposed developments, endorsed by Governor Pedro Pierluisi and the Puerto Rico Energy Bureau (NEPR, Spanish acronym), would be located.
