Genera PR and the Puerto Rico Public-Private Partnerships Authority (P3A) are in dispute over who will bear the administrative costs of the procedure to acquire 800 megawatts (MW) of temporary generation, a request for proposals (RFP) that was issued over a year ago without, to date, a single contract materializing.
