It has been a year since he was sued, and the Department of Transportation and Public Works (DTOP) has still not made public the “subpoena”—an administrative request for information—that it allegedly received in January 2025 from the Immigration and Customs Enforcement (ICE) in January 2025 to provide access to data on thousands of drivers immigrants in Puerto Rico who, until then, had held a provisional driver’s license.
