Although, for now, it is the perspective of a minority of the court, the interest of U.S. Supreme Court justices in reviewing the scope of the doctrine of Congress over its territories, such as Puerto Rico, gives hope to critics of the Insular Cases jurisprudence that there will be clarity, at some point, as to what the limitations are.
