WASHINGTON, D.C. - The real expectation regarding Puerto Rico’s access to the Supplemental Nutrition Assistance Program (SNAP) is that Congress helps fund the Puerto Rican government’s preparations to implement the plan, according to House Speaker Rafael “Tatito” Hernández Montañez.
