The process to develop the submarine power cable connecting Puerto Rico and the Dominican Republic has reached a critical stage, as Caribbean Transmission Development Company (CTDC), the proponent of the so-called Hostos Project, awaits a decision from the Public-Private Partnerships Authority (P3A) on whether to proceed with direct negotiations without opening the project to competitive bidding.
