WASHINGTON - The leadership of the United States' Department of Treasury is preparing to announce an urgent measure that helps alleviate Puerto Rico's fiscal crisis, if the Republican majority in Congress were to finally put a stop to the proposals made by President Barack Obama's administration to try and mitigate the island's lack of liquidity, as well as its severe public debt issue.
