The Phoenix Fund, the investment fund intervened by the Office of the Commissioner of Financial Institutions (OCIF) this week, would have appropriated millions of dollars from the sale of certain tax credits of Dorado Health Group, according to a lawsuit filed in the Court of First Instance.
