The century-old protectionist law requires U.S. registered, flagged, owned (75 percent), and crewed (75 percent) vessels between ports under U.S. jurisdiction, except for the Virgin Islands, Samoa, and the Northern Mariana Islands.

Washington D. C.- A January 1, 2021 law has complicated the path to waivers from federal cabotage rules, whose limitations for transporting goods to Puerto Rico have once again generated controversy amid a natural disaster.
