The increasingly prolonged impact of so called winter storm surges, storm runoff, and even the condition of pipes and other infrastructure under the roadway are some of the factors with the capacity to threaten the integrity of the Paseo de Puerta de Tierra, in Viejo San Juan, which has deteriorated to the point of putting the sidewalk and Luis Muñoz Rivera Avenue at risk, with no progress known in the efforts to execute any permanent repair project.
