In addition to the “legacy charge” that would apply to many of the island’s residential and commercial customers, if confirmed, the Electric Power Authority’s (PREPA) Plan of Adjustment would come with another charge to fund the public utility’s pension plan, which will become a “Pay-as-you-go” (PayGo) system.
