Approved on the last day of the first session of the four-year term and with provisions that multiple sectors recognize as positive, the bill that would create the Law for the Recovery of Domestic Animals still has budgetary and requirements gaps that call into question its effectiveness and sustainability to address the problem of lost and abandoned animals in Puerto Rico, warned the College of Veterinarians (CMV).
