LUMA Energy told the Puerto Rico Energy Bureau (NEPR, Spanish acronym) that they hired the international firm Exponent to conduct an “independent investigation” into the April 6 outage but omitted the fact that the investigator in charge, Richard E. Brown, was a Quanta employee, one of the consortium’s parent companies.
