At a time when the Puerto Rico Police Department (la Uniformada in Spanish) is racing against the clock to promote at least 250 sergeants to address a “shortage” of supervisors, U.S. District Judge Francisco Besosa warned that the Police Reform “will end when I say it will end, not before.”
