The decentralization of the island’s public school system has been a constant demand of individuals and entities that seek to improve schools and a promise that several administrations did not keep due to the complexity and unwillingness to redistribute functions within what has been the largest agency of the Puerto Rican government for decades, said experts in education systems interviewed by El Nuevo Día.
