With an undefeated record in the courts after challenging 10 laws enacted by elected officials, objecting to at least 18 others outside the judicial process, and opposing another 64 bills while they were still pending before the Legislature, the Financial Oversight and Management Board (FOMB) has become “a fourth branch of government” with far greater power than the Legislative Assembly, according to a report by the Puerto Rico League of Cities released a decade after the Board was imposed under the federal PROMESA Act.
