Just a month and a half after taking office, Comptroller Carmen Vega Fournier repealed the personnel regulations and amended another on organization to, among other things, introduce inter-agency detachment, regulate the trust service and create more assistant comptroller positions, a high-level trust employee who reports directly to the head of the agency.
