The plan presented by Governor García Padilla in his first appearance before the Oversight Board contains fiscal adjustment measures for the next ten years, but the proposed changes to reduce the government deficit will be insufficient if the Board and Congress don't take any concrete steps towards helping Puerto Rico reactivate its economy.
