The director of the Commission for Traffic Safety (CST), José “Memo” González Mercado, is confident that the new law prohibiting off-road vehicle maneuvers—which establishes the most severe penalties in the United States—will result in more motorists obtaining their M1 and M2 endorsements from the Department of Transportation and Public Works (DTOP) to be safer on the roads.
